What is aggregate resource planning?
Aggregate resource planning involves the development or expansion of a particular property as a pit or quarry for gravel, rock and sand resources. Aggregate material is used for a wide variety of projects including septic systems, road construction and building foundations. The approvals process for aggregate operations is highly complex and involves considerable planning. It is regulated by the Aggregate Resources Act and the Planning Act.

Licence Applications for Proposed Pits and Quarries
Policies and procedures surrounding the licencing of pits and quarries are highly complex. Applications and the development of pits and quarries involves numerous technical reports and site plans, and for operational requirements and compliance reporting to be defined and scoped. There is an extensive public and agency consultation process required prior to a license being issued. Licences can be granted to pits and quarries developed on private property and on Crown land, and may include pits and quarries extracting material above or below the water table. (Class B licenses are to extract less than 20,000 tonnes of material per year, while Class A licenses are to extract more than 20,000 tonnes per year.)
